I think you are misunderstanding mark of rodgort:
It is a hex. It lasts a certain period of time. While your foe still has that hex on, if he takes fire damage at all for that period of time, he will be set on fire for 3 seconds. So if you were to use immolate, it would deal fire damage to him and technically, immolate and mark of rodgort will work at the same time, and set your foe on fire for 3 seconds.
So to answer your question, no, the on fire condition doesn't overlap.
